Ethics complaint against Conway dismissed


A Kentucky ethics panel has dismissed a complaint that was filed against U.S. Senate candidate Jack Conway in the spring by his main rival in the Democratic primary.

John Steffen, executive director of the Executive Branch Ethics Commission, says the merits of the complaint were not reviewed because the commission ruled it doesn't have jurisdiction in the matter.

Conway's Democratic Senate rival, Daniel Mongiardo, filed the complaint in May claiming that Conway -- the state's attorney general -- "violated the public trust" by accepting campaign contributions from utility interests.

Steffen's confirmation Wednesday that the case was dismissed came after Conway's spokeswoman in the attorney general's office issued a statement on the matter.

Steffen says campaign contributions aren't considered gifts under the ethics code, and as a result the ethics commission doesn't have jurisdiction.
