POLICE: Louisville man beat 4-year-old for going to bathroom

LOUISVILLE, Ky. (WDRB) -- Police say a Louisville man has been arrested for abusing his 4-year-old foster child.

According to an arrest warrant, the incident took place on April 28. Police say 52-year-old Phillip Hickman whipped the child several times with a belt, "because the child went to the bathroom on himself."

The child allegedly sustained several bruises and contusions on both legs, which were in the shape of a belt.

"The victim's bruises were both on the outer thigh and on the protected area of the inner thigh, near the victim's private area," the arrest report states.

Child Protective Services was contacted and is now involved in the case.

Hickman was arrested shortly before 6 a.m. Wednesday. He's been charged with third-degree criminal abuse.
