Kentucky legislation would crack down on "pill mills"

FRANKFORT, Ky. (AP) -- House Speaker Greg Stumbo has filed legislation intended to further crack down on prescription drug abuse in a state where more people are dying from overdoses than car crashes.

The measure filed Thursday calls for the state's prescription monitoring program, known as KASPER, to be placed under the jurisdiction of the attorney general's office. That program is currently administered by the Kentucky Cabinet for Health and Family Services, a social services agency. The change would give law enforcement and prosecutors quick access to key information that could identify unscrupulous physicians.

The bill also would bar doctors charged with overprescribing painkillers from doling out medications. Physicians found guilty would immediately be stripped of their licenses.

The measure also would limit prescriptions for powerful painkillers like Oxycontin to 30-day supplies.
