LOUISVILLE, Ky. (WDRB) -- Police say a woman and her two-year-old daughter had a shocking experience Sunday morning when they encountered 21-year-old Isaiah C. Washington.
According to an arrest report, the mother was putting her daughter in the car, when they saw Washington walking near their home on S. 4th St., near W. St. Catherine St. He was allegedly walking, "back and forth" on Garvin Place, going in between houses.
When the mother asked Washington if she could help him, he allegedly told her he was looking for a friend's house. The mother asked him to leave and told him that, if he didn't, she would call the police.
That's when he walked up to the passenger window of her car and began performing a sex act, "in clear view of mother and child," according to the arrest report.
He left the area shortly thereafter, but returned in different clothes about 40 minutes later. That's when the woman called police.
Washington was arrested and charged with sex abuse against a victim under 12 years of age.
