Replacement programming for WLKY called illegal

LOUISVILLE, KY. (WDRB) -- Time Warner's move of putting an out-of-town CBS affiliate on WLKY'S airwaves is unauthorized and illegal -- that's the claim from the owner of Rochester, New York's WROC, according to AdWeek.

WLKY was removed from Insight's cable lineup Tuesday after Hearst Television and Time Warner failed to reach a contract agreement.  Time Warner replaced WLKY with programming from WROC.

Now the company that owns WROC says it plans to pursue legal and regulatory action to stop its signal from being broadcast in our area, but Time Warner says it is acting well within its rights.

The two companies are fighting over how much money Time Warner must pay WLKY for its programming.
