Man is recovering after being shot by off-duty LMPD Detective

LOUISVILLE, Ky. (WDRB) -- Authorities continue to investigate what happened Tuesday night when an off-duty LMPD detective shot at unarmed man.

The victim wants to know why he was shot. Police have the same question.

Attorney Derek O'Bryan said his client, 22-year-old Ishmael Gough, is recovering after being shot in the right thigh by off-duty LMPD Detective Chauncey Carthan.

"He can get around with crutches, but he is having trouble walking," O'Bryan said. "He is in a considerable amount of pain and quite frankly, he's a little fearful of police."

He was headed home from his aunt's house after a night of watching movies, but got into a confrontation with Carthan at 24th and Chestnut Streets Tuesday night, about a block from his home, authorities say.

"He was being tailed by Detective Carthan," O'Bryan said. "He did stop his car. Det. Carthan got out of his car. My client complied with his order. My client begged to not be shot and my client was shot in the street."

LMPD's Chief said the department is investigating "the use of force" and whether Carthan had been drinking alcohol that night.

Carthan, a detective with the Narcotics and Intelligence Unit, was not in uniform and in his black, unmarked police car.  Gough's attorney says there were no lights or sirens and a passerby called 911.

O'Bryan said Gough, who works part-time in security at Parking Authority of River City, was supposed to start a new job at Ford on Wednesday, but can't because of his injuries. It was a temporary Ford job that could have led a permanent position.

"My client is uninsured at this point," O'Bryan said. "He was treated and released from the emergency room at U of L Hospital. He has been able to obtain antibiotics, but he doesn't have enough money to obtain pain meds at this time."

Court records show Gough was arrested in June for traffic and drug charges, but was placed in a diversion program.

Carthan remains on paid administrative leave while the Public Integrity Unit investigates.
