Money woes underscore child services troubles

INDIANAPOLIS (AP) -- Recent debate over problems at the state's Department of Child Services has largely left out discussion of money. But it's a pressing concern for grandparents, foster parents and community health providers.

Many of those people told lawmakers last week that they are frustrated by difficulty in getting the state to pay for care of their children.

DCS spokeswoman Stephanie McFarland says cuts made during the recession did not affect reimbursement rates for child care providers and notes that some money was restored this year.

DCS has been the focus of questions about its centralized hotline for reporting abuse and neglect, and the agency was rocked by last week's resignation of Director James Payne after an Indianapolis Star investigation raised questions about his involvement in a DCS case involving his grandchildren.
