LOUISVILLE, KY. (WDRB) -- Kentucky's governor says he doesn't plan to promote casino-style gambling in his State of the Commonwealth speech tonight.
Gov. Steve Beshear says disagreement among gambling proponents on how to proceed make it unlikely that a constitutional amendment could pass the legislature.
Beshear wants tax reform to be a top priority, with the goal to close a budget gap of $1 billion over eight years.
Suggestions include a broadened sales tax and increased taxes for the highest income bracket. Lawmakers say it's not likely tax reform will pass this session.
