Louisville, KY (WDRB)-- A ban on texting while driving in Kentucky is nearly impossible to enforce.
The ban prevents people under 18 years old from using a cell phone while driving and bans other drivers from sending or receiving texts or emails.
Judges in Jefferson County have dismissed nearly 40 percent of the charges - since the ban took effect two years ago.
Despite the number of cases dropped... police statistics show a slight drop in the number of crashes caused by cell phones or other distractions.
