INDIANAPOLIS (AP) -- Indiana lawmakers hoping to wrap up their 2013 legislative session this week still have some key issues to sort out, and they may look to the state budget for help.
Lawmakers often attach bills that have struggled on their own to other legislation in the session's waning hours. The budget is a popular vehicle because it's the one piece of legislation they have to pass.
Tax cuts and former Gov. Mitch Daniels' automatic taxpayer refund were attached to previous budget bills.
Democratic House Minority Leader Scott Pelath of Michigan City says it often doesn't matter whether the legislation is germane to the bill's initial focus.
Bills still pending include funding for improvements at the Indianapolis Motor Speedway, an expansion of gambling and changes to the state's school voucher program.
