Two arrests in Frankfort after man is bound, assaulted and terrorized

LOUISVILLE, Ky. (WDRB) -- Frankfort Police have arrested two men they say bound a man and threatened to drown him if he did not provide them with drugs.

47-year-old William Patrick Reed of Frankfort faces kidnapping charges, and 37-year-old Kevin Scott Robinson, also of Frankfort, faces charges of kidnapping, giving an officer a false name, and a parole violation warrant.

Officers were checking on the welfare of a 37-year-old man who lives in the Juniper Hills Apartments after a concerned neighbor had called police. They say the man was bleeding profusely from his arms and his mouth. 

After the man was taken to the Frankfort Regional Medical Center, an examination found ligature marks on his feet and hands.  The man told officers that he had been tied up and threatened with drowning if he didn't give the two other men drugs.

Both suspects, Reed and Robinson, were taken to the Franklin County Regional Jail.
