Officer Pugh was accused by his neighbors of yelling and using profanity around them and their children when asking them to stop shooting off fireworks on July 6, 2006.

Former Chief Robert White found Pugh violated procedures involving courtesy and truthfulness, among others, and suspended him for three days.

White ruled that Pugh was untruthful when he claimed he was told by a commanding officer that citing a neighbor three days after the incident would be appropriate, according to the disciplinary letter.
