LOUISVILLE, Ky. (WDRB) -- A plan to stop cell phone use in Kentucky's schools and construction zones is moving forward.
That bill just cleared the House Transportation Committee on a 17-to-3 vote. It now moves to the House for consideration.
The bill would make it illegal to start a call or dial a phone number in "no phone zones."
Current state law forbids texting while driving, but this bill would also increase fines for that.
The bill does exempt drivers who use hands-free devices.
