LOUISVILLE, Ky. (WDRB) -- The Louisville Metro Council approved a zoning change request by the owner of the Waverly Hills Sanitarium, Feb. 27.

The request passed with a 21 to zero vote.

The property's owner, Charlie Mattingly, wants to turn Waverly Hills into a hotel and convention center.

The site is referred to as one of the scariest places on earth. The sanitarium is a popular destination for ghost hunters and haunted house enthusiasts.
