Grand jury indicts daycare center operators for fraud

LOUISVILLE, Ky. (WDRB) -- After a two-year investigation, a Jefferson County grand jury has returned four indictments against daycare centers in Louisville.

According to a news release from Leland Hubert, the investigation was conducted by the Office of the Inspector General, Audits and Investigations, Cabinet for Health and Family Services.

After reviewing the findings, the Grand Jury returned four indictments charging the following individuals with offenses related to obtaining child care assistance benefits and other public assistance benefits by fraudulent means.

The indictments come a year after the state revoked the licenses of 18 Louisville daycare centers in March of 2013.

COMMONWEALTH V. KATRINA CLYBURN, 14CR1477

Clyburn is charged with fraudulent scheme or plan to obtain public assistance benefits (more than $10,000); theft by deception over $10,000 and false statements/misrepresentations/failure to report change in order to receive public assistance benefits, violations of KRS 194A.505.

These charges are a result of an investigation concerning the overpayment of public assistance benefits in the amount of $385,892.00 to Ms. Clyburn's daycare business, Trina's Treehouse, formerly located at 4443 Cane Run Road and an overpayment of $112,227.72 in individual public assistance benefits.

COMMONWEALTH OF KENTUCKY V. TYAUNDRA KING, 14CR1478

King is charged with two counts of fraudulent scheme or plan to obtain public assistance benefits (more than $10,000); theft by deception over $10,000; and false statements/misrepresentations/failure to report change in order to receive public assistance benefits.

The above charges were filed after an investigation concerning the overpayment of public assistance benefits in the amount of $631,323.00 to Ms. King’s daycare businesses, Community Care I, formerly located at 1321 Cecil Avenue, and Community Care II, formerly located at 517 West Breckenridge Street. Ms. King is also charged with receiving an overpayment of $61,637.36 in individual public assistance benefits.

COMMONWEALTH OF KENTUCKY V. LARITHIA WALKER, 14CR1480

Walker is charged with the offenses of fraudulent scheme or plan to obtain public assistance benefits (more than $10,000); theft by deception over $10,000; and false statements/misrepresentations/failure to report change in order to receive public assistance.

The above charges come after an investigation concerning the overpayment of public assistance benefits in the amount of $1,268,885.00 to Ms. Walker's daycare businesses, Caterpillar Clubhouse, formerly located at 330 East Oak Street, and El Shaddai, formerly located at 1340 Berry Blvd. Ms. Walker is also charged with receiving an overpayment of $26,722.00 in individual public assistance benefits.

COMMONWEALTH OF KENTUCKY V. LATANYA WILLIAMS, 14CR1479

Williams is charged with fraudulent scheme or plan to obtain public assistance benefits; theft by deception over $10,000. These charges are a result of an investigation concerning the overpayment of public assistance benefits in the amount of $674,475.00 to Ms. Williams's daycare business, Payton’s Funland, formerly located at 840 East Chestnut Street.

All of the defendants are scheduled to be arraigned in Jefferson Circuit Court on Monday, June 16, 2014.
