VINE GROVE, Ky. (WDRB) --No obstacle can keep the inner artist out of Joe Hall.

"January 1st, 1986 he was in a very bad car accident," his friend, David Lucas explained.

It happened on the rural roads of Hardin County. A drunk driver left him pretty much paralyzed from the neck down at the age of 19.

"He has no use of his hands or his legs," said Lucas.

Although that accident happened some 28 years ago, life for Joe Hall has never been the same, nor will it ever be the same. That's why his friends are doing everything possible to make him as comfortable as possible. That started online. Lucas set up a page on

"I'm just doing everything I can to help him," he said.

First it helped to get him a new wheel chair. Now that Hall is out in California to be closer to his high school sweetheart, Debi, friends and family are hoping the site will do even more.

"I'm trying to get him some transportation, and trying to do a few upgrades on her home," Lucas said.

Something that Hall says would mean the world.

"It would mean everything to me because me and Debi could anywhere we want to go," Hall said via skype.

It also would make the artist even prouder than before to call the Bluegrass his old Kentucky home.
