Sheriff's Dept.: Man collects thousands of dollars for illegally working as a plumber

LOUISVILLE, Ky. (WDRB) - Jefferson County Sheriff's officers arrested a man who they say collected several thousand dollars for plumbing work, but that he was operating without a license.

Charles Franklin, 43, was arrested on Monday afternoon, after police say he collected $4,400 from a victim to complete plumbing work. Police records state that the victim was preparing to open a daycare and needed to have some plumbing and construction work completed. Police say Franklin visited the victim's church and offered to complete the work.

Police allege that Franklin told the victim that he was a licensed plumber and that he had a permit to complete the work.

Police say the victim had a friend who was a contractor inspect Franklin's work. The victim's friend observed that some of Franklin's work had been done improperly and suggested to the victim that plumbers should inspect Franklin's plumbing work. Police records indicate that the victim had three separate plumbers come and inspect the work and they each indicated that it had been improperly completed and would need to re-done.

The victim contacted the Division of Plumbing and learned that Franklin was not in fact a licensed plumber and had also not filed any permits. Police state that Franklin was also not insured. 

Police say the victim then had to pay another $5,600 to another contractor to have the work re-done correctly.

Franklin has been charged with theft and operating as a plumber without a license. He is being held on a $10,000 cash bond.
