Woman files lawsuit against former LMPD detective Carl Payne
Payne was charged with official misconduct after police say he propositioned several women for sex, in exchange for a promise to help them with their legal woes.

LOUISVILLE, Ky. (WDRB) -- A lawsuit was filed Monday in Circuit court against former LMPD Detective Carl Payne, alleging he sent sexually explicit messages to a woman he arrested.
Chaka Murrell, who was arrested by Payne on a drug charge on April 25, 2013,
. Payne was placed on administrative assignment pending a criminal investigation.
, in exchange for a promise to help them with their legal woes.
Now, Murrell accuses Payne of sending her “messages, photos, and videos of his penis” and promising to help her with her with her legal issues in exchange for naked photos or sex.
Murrell says Payne asked for her phone number so he could keep her informed about the shooting investigation involving her boyfriend.
She says he first sent her “unsolicited, inappropriate, and unprofessional messages” in April of 2013, but that Payne resumed sending messages and requests for naked photos and sex on Dec. 17, 2013.
In October of 2014, Payne pleaded guilty to two counts of official misconduct for contacting three victims, including Murrell.
Murrell asks for a jury trial, punitive damages and necessary relief.
