Louisville Mayor Greg Fischer says he "misspoke"

LOUISVILLE, Ky. (WDRB) -- Louisville Mayor Greg Fischer says he misspoke. 

Fischer told WDRB on Thursday that he had directed the Health Department to research and implement a program that would allow heroin addicts to exchange dirty needles for clean ones.

Fischer said he did not need the "OK" from Metro Council.

Now, the mayor's office says he "misspoke," and that the program would need approval from both the Council and the Board of Health.

The heroin law signed Wednesday by Kentucky Governor Steve Beshear allows communities to begin needle exchange programs if they choose.
