LOUISVILLE, Ky. (WDRB) -- A Frankfort, Kentucky man has been arrested after police say he left two children alone in a car for approximately 30 minutes.

According to an arrest report, it was an anonymous caller who notified police about the two children who were alone in the car, which was parked in front of an apartment complex Sunday afternoon.

When Frankfort Police officers arrived at the Prince Hall Village apartment complex, near the intersection of E. Main Street and Versailles Road, they allegedly found two boys -- an 11-month-old and a 9-year-old -- alone in a parked car. Police say the keys were in the ignition, but the car was not running.

As police were trying to contact the 9-year-old's mother, 23-year-old William H. Clark came up to the car and said that he had been in the apartment belonging to the mother of his 11-month-old, according to the arrest report.

Police say the car was not visible from the apartment, and had been parked for approximately 30 minutes before Clark returned. According to the arrest report, the outside temperature was 31 degrees, and the 9-year-old did not have a cell phone and didn't know which apartment Clark had gone to.

"Both children were in substantial risk of danger being left in the vehicle in such a manner," police say.

Clark was arrested and charged with two counts of Endangering the Welfare of a Minor. He is currently being housed in the Franklin County Detention Center.
