Animal shelter services restored to Floyd County residents after dispute over money

NEW ALBANY, Ind. (WDRB) -- The New Albany Floyd County Animal Control Authority Board has voted to restore services to Floyd County residents. 

The decision came out of a one minute meeting Friday afternoon. 

The board suspended services to county residents on Nov. 20. It meant Floyd County residents outside of New Albany could no longer use the shelter for services, and stray cats and dogs in the county won't be rounded up. It all came down to money. 

"I think trying to move the humans as part of the equations that we set aside the animals welfare," said Scott Borden with the Animal Control Authority Board. Essentially, the city and county split the cost for the animal shelter. The shelter says the county is behind on half of its payments -- about $150,000.

The board may have also overstepped its authority in cutting off service. Records show the mayor and county commissioners are the executives ultimately in charge of the shelter.  We're told neither were in on the vote to stop picking up Floyd County animals. "If they want to make a recommendation to stop service that's their decision," Borden said. 

The debate is not over yet. "At this point in time, the city and the county are in a dispute as to how much is owed," said Floyd County auditor Scott Clark. 

The county says it cut the shelter budget due to a financial shortfall. Adding to the mess, the county council is suing the city of New Albany for the shelter's old financial records.  "We don't think it's fiscally responsible to keep funding a budget at a certain amount when you can't get historical data," said Floyd County Council President Mike Oakley. 

With the two sides heading to court, it looks as if restoring animal service now just delays a dog fight for funding the shelter. 

Animal services in Floyd County are expected to resume immediately.
