LOUISVILLE, Ky. (WDRB) -- The man accused of driving drunk, hitting and killing a pedestrian and leaving the scene has had a DUI before.

Judge David Holton says he's concerned about the safety of the community and raised Charles Ballard's bond to $100,000, full cash.

"Mr. Ballard, not only are you charged with murder, but this is a second offense DUI," Judge Holton said. "Very concerning to the court, very serious charges."

The 26-year-old is charged with murder, DUI and leaving the scene of an accident. Police say Ballard hit 24-year-old Cory Starrett on Griffiths Avenue around 4 a.m. Sunday.

Starrett died at the scene.

Police say witnesses helped find Ballard, who was sitting in his car a few blocks away.

A not guilty plea was entered for him in court this morning.
