Ky. Senate bill would mandate in-person 'informed consent' meetings before abortions

LOUISVILLE, Ky. (WDRB) – Kentucky lawmakers are facing a new piece of legislation aimed at changing the requirements a woman must go through in order to receive an abortion.

The change would require a woman to meet with a doctor at least 24 hours prior to the procedure in what is called an “informed consent” meeting. Previously, a woman seeking an abortion could have that meeting over the phone.

“There's no reason other than to make it more difficult and more expensive for women that you would have to come in twice, “ said Derek Selznick with the ACLU of Kentucky.

Selznick says the bill also puts undue burden on women in Kentucky’s rural counties.

“If you're driving from Paducah or Pikeville you're talking about seven hours round trip,” Selznick said.

Others say the bill has been a long time coming.

“The time has come,” said Right to Life Kentucky executive director Margie Montgomery. “The baby needs protection, the mother needs the help to make an informed decision.”

Similar measures have been proposed before in the Kentucky legislature but have not gotten past the House of Representatives which has been controlled by Democrats.

“If Democrats control the House we'll work with them,” Selzneck said. “If Republicans control the House we'll work with them. Frankly, it doesn't matter to us.”

“We hope that people will call their own legislators and say ‘look this is important, we've waiting for this,’” Montgomery said. “Women deserve better in Kentucky when they're undergoing such a procedure.”

The Senate Committee on Veterans, Military Affairs and Public Protection voted 8 to 1 Wednesday to move the bill forward.

Currently, Democrats hold 50 seats in the House of Representatives, republicans hold 46. 4 seats will be decided in special elections to be held in March.
