LOUISVILLE, Ky. (WDRB) -- Kentucky Governor Matt Bevin is pledging to fix the public retirement system without raising taxes.

But critics say Matt Bevin's plan will rely on scooping up all extra state revenue. The teachers' retirement system alone needs an extra $1 billion over the next two years. That means other programs might not get requested increases, or even face budget cuts.

Bevin will deliver his State of the Commonwealth budget address tonight in Frankfort before a joint session of the Kentucky General Assembly.
