LOUISVILLE, Ky. (WDRB) -- JCPS' early childhood education director has been suspended for 10 days without pay for allegedly intimidating an employee.

James Francis was accused of getting into a shouting match with an employee in November. 

WDRB obtained a letter assistant superintendent Karen Branham sent to Francis. Branham writes that the suspension is based, in part, on his "pattern of unacceptable behavior." 

That includes a 2010 written reprimand for insubordination regarding a teacher's transfer. In that instance, Francis was ordered to take anger and conflict management sessions and was suspended for five days.

JCPS officials refused to comment because it is a personnel issue.
