Bill regulating the free handout of clean needles in Kentucky passes the senate

LOUISVILLE, Ky. (WDRB) -- A bill that regulates the disposal and free handout of needles in Kentucky passed the state senate Tuesday.

The bill would require a one-for-one exchange, meaning addicts would have to hand in a used needle to get a clean one.

Louisville adopted a needle-exchange program last year that doesn't require dirty needles to be handed in to get new ones.

The department has handed out many more than it has taken in.

This new bill now heads back to the state house for further action.
