Police say 20-year-old Jonathan Martin was "causing public alarm" near the Cumberland Village Apartments just after 1 a.m. According to the arrest report, he was crouched next to a wooded area by the complex, wearing "a full clown costume," including a mask covering his entire face.

"Upon my stopping when I saw the clown, he started running towards a vehicle at Cumberland Village," an officer wrote in the arrest report.

Martin did not get far. He was arrested by Middlesboro Police and charged with wearing a hood or mask in a public place, and disorderly conduct.

He is currently being held in the Bell County Detention Center.
