Louisville woman arrested after police say infant found sparsely dressed in below-freezing temps

LOUISVILLE, Ky. (WDRB) -- Louisville Metro Police say they've arrested a woman after she was found walking outside with an infant who was sparsely dressed in temperatures that were below freezing.

According to an arrest report, police were dispatched to a mobile home park near the corner of Champions Trace Lane and Newburg Road, just before 4:30 a.m. on Tuesday. Police say someone called 911, claiming that a woman -- a complete stranger -- came into her home with a 3- to 4-month-old and asked for drugs.

It was the second time police had received a call from that area about the woman, according to the arrest report.

When officers arrived, they allegedly found 24-year-old Kandice M. Talbott walking around outside with an infant who was dressed only in a thin onesie and a small, thin jacket -- with no other cold weather clothing or blanket.

Talbott appeared to be under the influence of alcohol, according to the arrest report.

Police say the temperature was 30 degrees Fahrenheit, and Talbott had been outside with the infant for 30-40 minutes, "thus placing the child at a significant risk to serious injury or death" due to exposure to the elements and Talbott's condition.

Talbott was arrested and charged with first degree wanton endangerment. She is currently being held in Louisville Metro Corrections.

Police say Child Protective Services was notified and the child was placed in the custody of the biological father.
