City pays $35,000 to former inmate allegedly assaulted by jail officer

LOUISVILLE, Ky. (WDRB) -- Metro Government has agreed to pay $35,000 to a woman who claimed in a lawsuit that she was assaulted by officers and wrongly placed in solitary confinement in Metro Corrections in 2013.

The city agreed on June 30 to the monetary settlement with Pamela Wiley-Stiger, according to documents obtained by WDRB News under open Kentucky's open record law.

Wiley-Stiger sued Metro Corrections Director Mark Bolton and two officers in 2014, claiming the officers used excessive force as they were moving her out of a jail dorm on March 27, 2013. Wiley-Stiger then served the rest of her time in jail in solitary confinement.

Officer Edwin O'Bannon claimed Wiley-Stiger became combative and then slipped and fell, with the inmate in his grasp. Wiley-Stiger continued to resist and other officers had to handcuff and carry her into a cell, according to court records.

But Wiley-Stiger claimed O'Bannon came up behind her, twisted her arms behind her back, "slammed her hard" on a table and then onto a concrete floor before dragging her out, according to court documents.

Wiley-Stiger claimed she was injured due to the alleged assault and had to undergo surgery on her shoulder. She also claims she was wrongfully charged and placed in solitary.

Bolton and the other officer were eventually dismissed from the lawsuit while O'Bannon remained. 

Some inmates interviewed for an internal investigation confirmed Wiley-Stiger's account, according to a copy of the investigation in court records. But others sided with O'Bannon.

An internal investigation concluded O'Bannon violated the jail's use of force policy and his actions "were not an attempt to defuse the situation, but rather his actions escalated the situation."

The city's settlement agreement noted the payment "is for the compromise of a doubtful and disputed claim and is not to construed as an admission of liability on the part of Metro Government."
