Teenagers recorded man drowning and did nothing to help

COCOA, Fla. (WDRB) - Five teenagers recorded cell phone video of a man drowning in a retention pond. But, instead of helping save him, they mocked him and laughed.
The more than two-minute long video shows 31-year-old Jamel Dunn struggling in the water in Florida.
Five teen boys were recording the incident. Throughout the video they taunt him, but do nothing to help. The teens can be heard warning the man that he was "going to die" and they were not going to help him.
At one point, one of the teens can be heard laughing, saying "he dead."
Dunn eventually died. The teens have been identified and interviewed, but will not be charged.
The state of Florida does not have a law obligating citizens to render aid or call for help for anyone in distress.
