Indiana couple accused of tying up children with choking device
LOUISVILLE, Ky. (WDRB) -- An Indiana couple is accused of tying up two children in a dark garage with a choking device.
Shannon Breaux and Ashley Stigers from West Lafayette are charged with criminal confinement and neglect of a dependent.
Investigators say a boy told them Breaux would torture him by tying a rope around his neck and feet and then buckling his hands behind his back -- and if he moved his feet, he'd be choked by the rope.
Detectives say Breaux admitted to putting the children in restraints, but says it wasn't a form of punishment.
Police say Stigers admitted she was there and failed to protect the children.
