ONLY ON FOX: Citizen activists jump-start delayed sewer improvement project in Bardstown

After years of promises, the city of Bardstown is finally doing something about an antiquated sewer system which is one of the worst polluters in the state.

In a story you'll see Only on Fox, Dick Irby shows how citizen activists helped get a long-stalled improvement project going.

Bardstown citizens have complained about foul odors and sewage-polluted streams for years, but have seen little city action.  But a man with a camera and another with Internet knowledge have put a big spotlight on the problem and captured a lot of attention.

Kevin Brumley, a volunteer at Bardstown's Civil War Park, was shocked when he walked Town Creek in search of the pollution problem.

Brumley found eight sewer manholes were constantly overflowing, sending sewage and other flushables into the creek.

For three months he captured the problem on video tape.  Another concerned citizen sent the video worldwide on YouTube.

Brumley made sure environmental protection agencies saw the video, and there was suddenly new pressure on Bardstown city government to stop ignoring a big problem.

A Louisville construction company is setting up shop this week and beginning a $3.9 million project to run nearly three miles of new sewer line.

Dallas Armstrong, another Bardstown activist, has worked closely with the state.  He says Bardstown will be required to sign an agreed order -- a schedule of sewer and drainage improvements that must be made and deadlines that must be met.

Bardstown's Mayor and Public Works Director were not available for on-camera interviews Wednesday.

But Fox 41's Dick Irby was told they are hopeful the new sewer line will take care of most of the problem.

But they agree they are going to have to do what the state clean water experts require.
