Higher prices and fewer choices during federal healthcare open enrollment

FRANKFORT, Ky. (AP) - State officials say Kentuckians shopping for health insurance on the exchange should expect higher prices and fewer choices during the open enrollment period.

Open enrollment for 2017 begins Tuesday. It will be the first time Kentuckians will use the federal website HealthCare.gov instead of Kynect, the state-operated health insurance exchange put in place by former Democratic Gov. Steve Beshear. Republican Gov. Matt Bevin discontinued Kynect soon after taking office.

Bevin's Deputy Chief of Staff Adam Meier said the rate hikes would have happened regardless of Kynect. But Kentucky Voices for Health executive director Emily Beauregard said the confusion about switching to a new system could have prompted some providers to pull out of the system.

Some providers have expanded. Nonprofit insurer CareSource is now selling plans in 15 additional counties.
