LOUISVILLE, Ky. (WDRB) -- A federal court rules that part of Kentucky's new abortion law is unconstitutional.

United States District Court Judge Greg N. Stivers says the requirement that abortion clinics have agreements with local hospitals and ambulance services is unconstitutional.

EMW Women's Surgical Center in Louisville is the state's only remaining abortion clinic. The clinic and Planned Parenthood sued Gov. Matt Bevin and the state over the rules. They maintain that the restrictions were aimed at forcing all abortion clinics in the state to close.

The state maintains that the rules helped guarantee patient safety if there were complications during procedures. But the clinic said the state was using the rules to intimidate hospitals and ambulance companies from entering into agreements with clinics.

The ruling comes after a trial on the issues last year. The state can appeal.
