Jacob Bard, 48, of Evansville, Indiana, appeared in a Frankfort courtroom on charges of murder and assault in connection to the Dec. 9 shooting.
The man charged with the murder of a 19-year-old Kentucky State University student will be held in Frankfort on a $1 million full cash bond.
