LOUISVILLE, Ky. (WDRB) -- Shepherdsville Police say they've arrested a man who raped and sodomized a 17-year-old girl he met at the Bullitt County Fair over the weekend.

According to an arrest report, it happened on Saturday at around 7:30 p.m. Police say the victim, a girl under the age of 18, says she met 29-year-old Donald Hotchkiss, Jr. at the Bullitt County Fair. While there, Hotchkiss allegedly offered to give her a ride home, but instead, he took her to his apartment on Boardwalk Avenue, near the place where Floyds Fork crosses under Old Mill Road.

The girl allegedly told police that Hotchkiss took her to his bedroom, where he pushed her against the wall and began kissing her, despite her repeated pleas for him to stop. According to the arrest report, Hotchkiss then threw her on the bed and raped her. Police say he also forced her to perform a sex act.

At some point during the incident, police say the two smoked marijuana.

"Any sexual assault is a serious offense, so we're gonna treat it as such," said Officer Ken Bernardi with the Shepherdsville Police Department. "We talked to the victim, believe what she told us and placed charges on the suspect.”

Police say they learned of the alleged crimes the following day, when they spoke with the victim at University Hospital.

Hotchkiss was arrested on Monday afternoon and charged with promoting a sexual performance by a minor, first degree sodomy, engaging in an unlawful transaction with a minor and first degree rape.

Several of his neighbors say they were shocked to hear the allegations and shockingly they've never seen Hotchkiss.

"I don't see how anybody in their right mind could do that to somebody else. You know, like somebody saying no and not wanting that and then doing it anyways," said the suspect's neighbor, Tabbie Johnson. "A lot of people know a lot of people here, but then there's certain ones that keep to themselves. I'm guessing he's one like that because no one really knows him."

Hotchkiss is being held in the Bullitt County Detention Center, where he declined WDRB's request for an interview.
