Six Republicans joined nearly all Democrats in opposing the measure, which would have set up a final vote next week. The setback comes as lawmakers in both parties raise concerns about President Donald Trump’s selection of housing finance regulator Bill Pulte to serve as director of national intelligence. Sen. Mark Warner, who helped negotiate the bill, voted against it and pointed at Pulte’s appointment. Republican leaders can bring the legislation back next week ahead of the deadline.
