Paul  Humphrey is the sixth person in four years to lead the beleaguered department and takes over while LMPD is under a federal consent following a scathing report from the U.S. Department of Justice last year.

Legal experts said the court's ruling came down to a technicality.

JCPS spokesman Ben Jackey says school officials are trained to watch for warning signs of dangerous circumstances "whether it involves a group of individuals or a single student."
