Senate President Pro Tem Rodric Bray said in a statement "there are not enough votes" to move forward. 

Braun has called for a special session beginning Nov. 3, legislators will have 30 days to redraw the districts and deal with a federal tax issue, with leadership in both chambers setting the exact dates for lawmakers to return to the Statehouse.
