A majority Black community in Indiana is frustrated by persistent power outages caused by storms nearly two weeks ago. Power was still out Monday for some residents in Gary, Indiana. Northern Indiana Public Service Co. reported that most of the 370,000 affected customers have had power restored. One resident compared the darkness to her experience during Hurricane Katrina in 2005. The city's mayor called the restoration pace unacceptable. Experts note that communities with similar high poverty rates and aging infrastructure are especially vulnerable to severe weather and natural disasters.
