The incident started late Tuesday night after a Flock camera alerted police about a vehicle with a stolen license plate. 

Toni Rice, the former director of Youth Transitional Services in Louisville, was indicted by a grand jury Thursday on eight charges related to her crash in a city car earlier this year.

Police have arrested a motorist they say crashed into a bicyclist on Preston Highway before driving away and leaving him in critical condition on Preston Highway Tuesday night.
