Klinglesmith says he hopes President Donald Trump makes an emergency or major disaster declaration to give Kentucky access to FEMA funds, but fears those funds won't come quick.

The governor announced the emergency declaration Saturday, saying widespread flooding has already forced first responders to rescue people trapped in vehicles and homes.
