The legislation, which could be taken up in the legislative session that starts in January, allows defendants to ask that the suits be dismissed within two months unless evidence is shown that the case is legitimate.

The state Department of Public Advocacy is reviewing the practices in jails across Kentucky's 120 counties and whether any intercepted phone calls have been given to prosecutors. 

Public agencies in Kentucky are increasingly filing lawsuits against citizens seeking public records
