U.S. Sen. Rand Paul

"If someone proposes new federal spending, no matter what it's for, you're supposed to pay for it by cutting spending somewhere else," Paul told WDRB's Lawrence Smith. 

Paul is "feeling fine and is in quarantine," a statement from his office says. 

Paul has since tested positive for the COVID-19 coronavirus.
