Officers were called to a reported shooting in the 900 block of East Oak Street — near Logan Street and Shelby Parkway — just after 7 p.m. Monday.
Cannise Phoenix, 59, was arrested around 4 a.m. Sept. 26, about nine hours after the fatal shooting.
