LOUISVILLE, Ky. (WDRB) — Body camera video released Wednesday morning shows a Louisville Metro Police officer shooting an armed burglary suspect who ran from police.
Surveillance video and video recorded by a witness was also released from the shooting that happened just after midnight July 26 after police responded to a reported break-in at 5th and York streets.
During a news conference Wednesday, LMPD Deputy Chief Emily McKinley said a witness called 911 after "hearing a loud noise" and seeing two people "dressed in dark clothing" climb through the window of a first floor apartment.
Two officers who responded to the scene and requested additional resources, including a K-9 unit. Lt. Brandon Hogan, the officer who would later shoot one of the suspects, was one of the additional officers who responded. McKinley said Hogan, a 4th Division lieutenant who's been with LMPD since June 2008, did not have his body-worn camera activated the night of the shooting. Footage shown Wednesday came from the cameras of other officers on scene.

While police were on scene, McKinley said the two suspects suddenly ran out of the apartment. Body camera footage shows police enter the apartment building and begin chasing the suspects down a hallway and out of the building. One of the suspects, Nathan Arnold, was taken into custody. But the second suspect, O'Mauri Downs, "ignored repeated commands to stop and continued running from officers." During a foot pursuit, McKinley said officers saw Downs was armed with a handgun and gave several commands for him to drop it.
As the foot pursuit continued down 5th Street, McKinley said Hogan moved to "intercept" the suspect, who continued running while "holding the handgun and repeatedly swinging his arm, causing the weapon to point in the direction of the pursing officers."Â
After refusing officers' commands to drop the gun, McKinley said Hogan fired two rounds, hitting Downs once in the upper shoulder area. Once the firearm was secured by officers, medical aid was rendered and Downs was taken to UofL Hospital with non-life-threatening injuries.
During the investigation, police learned that the apartment Arnold and Downs targeted was the subject of a search warrant served earlier that week. That search, McKinley said, uncovered "a very large quantity of narcotics" and 15 firearms, several of which had machine gun conversion devices and several that were stolen. At least one person who lived in the apartment was arrested.Â

Police said Arnold and Downs were "familiar with" the resident of the apartment and, believing they weren't home because they were in jail, went to the apartment with the intent to steal property. Surveillance video shown Wednesday shows the suspects inside the apartment. When they were arrested, police found stolen jewelry and cash on the suspects.Â
Downs, who has since been released from the hospital and book into Louisville's jail, was charged with burglary and fleeing and evading police. Arnold was also charged with burglary and fleeing and evading police.
LMPD's Public Integrity Unit is leading the criminal investigation, which will then be turned over to the Commonwealth's Attorney for review. Copies will be given to Kentucky State Police for a peer review and the Louisville Office of Inspector General. LMPD's Professional Standards Unit will investigate any possible policy violations. The LMPD Performance Review Board will also review the incident.
Hogan was placed on administrative leave during the investigation.
McKinley said the department will look into whether Hogan violated policy when he didn't activate his body camera, whether he violated the use of force policy and whether or not the use of force was justified.
