LOUISVILLE, Ky. (WDRB) — A Louisville judge dismissed the state of Kentucky from a whistleblower lawsuit centered on fraudulent driver's licenses issued to immigrants.

Melissa Moorman sued the Kentucky Transportation Cabinet, alleging she was fired after reporting concerns about potential fraud inside the branch.

The state ended up revoking more than 1,500 licenses, and five people were charged federally in the case.

But a judge dismissed the claim against KYTC, ruling Moorman didn't qualify for whistleblower protection because she technically worked for Quantam Solutions — a temp agency that helped staff the Nia Center's driver's license branch.

According to court records, the state is adamant Moorman was not fired for reporting the fraud. 

Moorman's attorney plans to appeal the decision.

"We will continue to fight," attorney Garry Adams said. "We feel strongly in our position. I definitely want to get this up to the court of appeals."

A wrongful termination case against Quantam is still pending.
