But Hoosiers are split about the crackdown, with some saying it would help businesses, while other said it would criminalize homeless people and infringe upon free speech rights.
However, council members believe the ordinance is narrowly focused on saving lives.

Anyone who violates the ordinance will be fined and multiple violations could lead to jail time.
