New Chapel Fire and EMS is making changes to how purchases are made after former CEO Jamey Noel allegedly charged personal expenses to the organization's credit cards. 

Kasey Noel was arrested March 8 on nine felony charges, including five counts of theft and four counts of tax evasion.
