JEFFERSONVILLE, Ind. (WDRB) -- The daughter of former Clark County Sheriff Jamey Noel was in court Monday after she was arrested last week in connection to an ongoing corruption investigation into her father. 

Search warrants in the corruption case of Jamey Noel indicate his 27-year-old daughter, Kasey, charged more than $100,000 to the Utica Volunteer Fire Department and New Chapel EMS. She is facing five counts of theft and four counts of tax evasion.

During the hearing Monday, special judge Larry Medlock set her bond at $20,000 full cash. He also gave the option of a $5,000 surety bond if she agreed to wear an ankle bracelet, but Kasey Noel and her attorney chose the $20,000 full cash option. 

The bond decision was reached after special prosecutor Ric Hertel pointed out that Kasey Noel's direct family ties — her parents — are also facing charges.

"In this case, her mother has been charged and her father has been charged at this point and time," Hertel said. "I don't know that the court should weigh as a positive factor, the family ties and relationships in this matter."

Kasey Noel's attorney, Sunnye Bush-Sawtelle, argued that Kasey "has more family than the family that the prosecutor talked about. And support from your family and your local friends is a positive, judge. And I'd appreciate it if the court looks at it that way."

Bush-Sawtelle also noted that this is the first time Kasey Noel has faced any charges.

"Kasey Noel is the opposite of a flight risk, judge," she said. "She's certainly not a risk to public safety."

As for whether the Noels will be tried separately or together, Hertel said the investigation is still ongoing and there have been no motions to join any of the Noel cases together.

"That's probably our next order of business to make a decision on that now that there's been three individuals charged," Hertel said. 

Hertel also expressed concern about the circumstances of Kasey Noel's arrest when she turned herself in Friday.

"One thing I feel compelled to bring up, that is disturbing to the state of Indiana, is counsel for the defendant brings up that she knew a warrant was coming last week. And then more specifically she knew that a warrant was coming on Friday so she turned herself in.

"Your honor, with all due respect, this is the third defendant charged in this matter, and each one of them knew specifically when the warrant was issued, under seal. ... I have no idea how Jamey Noel, Misty Noel and now Kasey Noel know that a warrant dropped in a confidential document under seal so much that they can turn themselves in when the warrant is issued. The state has concerns about that information somehow being provided to the Noel family."

Kasey Noel turned herself in on nine felony charges, including five counts of theft and four counts of tax evasion. Her attorney said Kasey's knowledge of the impending warrant was not a secret. 

"Judge I can put on the record that I anticipated charges in Kasey's case last week because I received a call from the detective, letting me know earlier in the week that they were proceeding with the case," Bush-Sawtelle said. "I anticipated that those charges would be filed last week due to the timing of the previous cases."

After that exchange, both attorneys met with the judge in chambers privately before the judge made this statement:

"If I find out that any county official — whether it be someone from the sheriff's office, ISP, clerk's office, court's office — is releasing information, then, if I'm allowed, I will release that information to the public and I will do whatever is necessary to rectify that situation and prevent information from being disseminated inappropriately," Medlock said. 

Jamey Noel was arrested in November 2023 on 15 charges related to fraud, theft, misconduct and public corruption after a nearly yearlong investigation. Another 10 charges were filed against him in early February.

Those charges include theft and tax evasion. His wife, Misty Noel, was arrested on Feb. 2, and charged with five counts of theft and five counts of tax evasion. Both have pleaded not guilty to the charges. 

Kasey Noel was named in the case after investigators received detailed information on charges she is alleged to have made on the American Express credit card associated with the Utica/New Chapel accounts. 

According to the detailed charges, Kasey Noel made purchases for: clothing, tanning, cosmetics, manicure and pedicure services, food, tickets, trips, alcohol, utilities, vaping products, gas, Netflix and items from Amazon. 

Documents state the charges occurred between 2019 and 2023, totaling $108,660.59. 

Both Jamey Noel and his wife, Misty, were in court Monday for Kasey's hearing. A not guilty plea was entered on Kasey Noel's behalf. She's expected back in court next month.
